Looks like the BATFE might finally be attacking the problem with NFA wait times:

ATF hires 9 new examiners. Last week, the NFATCA posted an article that the DOJ lifted the hiring ban for the BATFE (Bureau of Alcohol, Tobacco, Firearms and Explosives) and the ATF hired 9 new examiners.
This should significantly speed up the approval process for the purchase or manufacture of firearms restricted by the National Firearms Act. The new staff at the ATF who examine the requests for transfer ( ATF Form 4) and the requests to manufacture (ATF Form 1) should be around 30 which is almost triple the number just a few months ago when expected approval times were in excess of 6 months. We do not know if this will bring times down to 2-3 months but it seems reasonable.

What happened in January 2011 that made wait times go from being all over the place to being pretty much the same for everyone?

Part of my job is business analyses (in the Medical world). If I was handed this chart and told this is a chart of when a hospital was getting payment from an insurance company after the bill was submitted I would notice a few items:

1. People were doing their own thing originally. This is denoted by the scattered random results seen on the chart. Some people were doing well, and some were doing poor, but each individual was doing their own thing.

2. Policies and procedures were enacted that caused the ship to tighten up. This can be seen by times starting to cluster together at one point.

3. Keeping the policies in place meant those that were doing poorly before needed help to adhere to the new business practice, so they were getting that help from those who were more proficient, causing overall time to increase. Also, those who couldn't hack the new standard were let go. As such this in turn caused more increases.

4. Management noticed the trend and convinced senior leadership that more FTE's were required. You generally don't get a new FTE after years of operating under a certain number of FTE's. As such you generally get slotted part time slots/contractors/temp workers. If the temp workers cause the trend line to reverse then your point is proved and you get to convert those temp workers to FTE's.

From what I understand the wait times should nearly half effective this time next year.

This is taking into account training times for the new hires.

Did the change also occur soon after the examiner assignment changed from being based on the name of the dealer to being based on the state you are in?

I've recently had the form for my 60mm kicked back for something that has never been a problem in the past, namely putting the name of my trust on the form as "Wingnut familiy living trust" and it being kicked back because it didn't say "THE wingnut familiy living trust DATED 1 OCTOBER 2009". But this is a new examiner for me now that they've gone to a state-based division of labor.

No, I am completely serious. They've had so few examiners actually working, that I think another 9 really would make a very substantial difference.


Two months ago they had 11. Now they have 21 (10 temp). Now with the new ones they have 30 total.

This is a huge change. In 60 days the BATFE has trippled their NFA workforce.

That regression model leaves a lot to be desired. That being said since I have two stamps in now I'd like them back ASAP.

If the times do actually go down it might be time for some more NFA in my life.

According to the statistics on the ATF web page, over 900,000 NFA firearms have been registered or transferred this year.

I think you are looking at 2011 data. 2012 has 1.1mil NFA transfers:

Funny how the spike started in 07 when people figured out you can use a trust for them and avoid half of the pain in the ass part of the process (CLEO sig and fingerprints).

Texas CHL is now 100% electronic. Even the prints are filed via those new electronic machines. The only thing you have to send in is your photo and your classroom graduation certificate (I have a feeling that will change soon).

I had my first stamp in something like 45 days, the current two have been since the end of May and waiting. Less time would make me happy.

Yes, my check for my latest form 4 was cashed in June and I'm still waiting for my new SMG.

I went pending on a Form 4 two months ago (Trust). Mailed a Form 1 last week.

I'm hoping to get my Form 4 back next month, or February. The Form 1, April or May.

The first Form 1s I did in 2009 took 100 days or so. The most recent Form 4's were quicker (2010).

Is everyone here purchasing personally or with an entity? I bought a chopper a few years ago (2008) and used my LLC. In less than 6 weeks I had my chopper.

They usually go pending 1 month after your check is cashed. The only way to know is to call (I never do). If you know they cashed your check, don't start to worry until you hit the 7 month mark and you still don't have it yet. I got a stamp back in October (approved on 10/11/12 ) almost 5 months to the day. They are getting faster now. That may change do to the recent crazyness. My time line followed NFA tracker almost exact. I mailed off my 6th form on 12/1, and the waiting doesn't get any easier.
