I figured out how to write text over a picture, but can't figure out how to do it without "boxing" out a blank area first.

When you open MS Paint and select the text box tool, below the toolbar on the left hand side you will see 2 icons with several geometric shapes. (Cylinder, cube, circle)

One of these icons will have a cube inside of a white box. The other will have a cube inside a box made of dotted lines. The cube in the white box makes a white text box in the picture. The cube in the dotted line makes the textbox transparent so the text appears to be floating in the image.
