We have a FULLY staffed (70 guys ) construction company that is able to go and help.  Where do we start?

If you have 70 bulldozers you've got a good start.

I think everyone's willingness to go there and help is way too soon at this point. Right now they have a lot of other problems that need to be dealt with long before they can even consider the option of rebuilding.

Hopefully, if the decision is made to rebuild (which I don't really support) people will still be raring to go... because it'll probably be at least 1-3 months before it gets to that point. The average American's short attention span will long since shifted by the time the real recovery/rebuilding effort is actually needed.
