Too often I believe the electorate fails to consider that POTUS is also the C-I-C.

Clinton was elected, promptly declared a peace-dividend where there was none, and began to dismantle the military to produce the apparent peace-dividend.  We better be glad our current opponent is the Afghan and not China.
