Has anyone found a atv rack bag that has molle straps? I'm thinkin it would be pretty sweet to dress my ATV out with some of my extra molle pouches and maybe a rifle scabbard.

I have looked and looked for this, I want one too if you can find one!

Buy surplus molle vests.
Cut them up and sew them together

I've thought about sewing some cheap vests together, but I don't think I could make it rigid enough to hold anything very good. I've though about having a company like HSGI, SOE or USGrunt gear to make me one, but I don't have the money to spend $500 bucks on a custom bag.

Find an ATV bag you like, then take it to an upholstery shop or sports team embroidery shop and have them sew some 1" flat webbing on it, appropriately spaced.

There are no Molle bags.  I have a Tamarack that is less than a year old and already falling apart and they are supposed to be the best.  It does have Velcro attachments that do what Molle does.  It does hold a full length rifle though.  Until there is a bag that hold up I can care less about Molle attachments, mags and gear are best stowed on the inside so they don't accumulate dust.  Molle on the INSIDE would be a better idea.
