Will a 14.5 inch M4 barrel with the standard flash hider attached satisfy the 16 inch minimum length requirement?

I would imagine so, in most states that is, if the combined length is 16 inches and the flash hider is permanetaly attached. Keving67

I'm not positive, but I don't believe a standard A2 flash suppressor will make the 16" length, but a phantom or vortex definately will.

No, even if the A2 flash suppressor/compensator is permanently attached. The combination comes up short. Kurt Wala of KKF (on the Industry Board) makes an A2 clone that is long enough, as are the Phantom, Vortex, Y-comp and others.

I don't mean this to soud stupid, but why would you want a fake flash hider and shorten the bbl for it. Why not keep it at 16" and take advantage of the velocity gained over a 14.5?
