It is interesting to note that this didn't come from WND or other "non-mainstream" outlet. Insight is the sister publication of The Washington Times.
I am rather intrigued by these allegations, and would like to see them proven/disproven. Sounds like they may need more than a deathbed confession, but there is certainly food for thought. And nightmares.

And why would American soldiers have needed instructions from Iraq on how to build a bomb whose construction is detailed in a U.S. Army Technical Manual?

I believe that the assertion is not that they received training, but that they received cash.
I'm not going to make my mind up on this one, but it sure sounds like it bears investigation.
