Had lunch with some high ranking state police the other day. One who works in the Chicago area, he was at a meeting where they were talking about imposing martial law in the city while the NATO conference was going on! Obey your Democratic overlords!

I feel bad for CPD, who has to do the heavy lifting for Manny 3-fingers with what sounds like not nearly enough manpower.

but you know, they had the democratic convention here a few years ago and absolutely nothing happened.  
I suppose know the nato thing is different, but I bet this whole thing is a fizzle.

Still, I think i'll make sure my GF is out with me in fox valley that weekend.

I would imagine that kind of planning is standard for an event of that significance/size.

Given the nature of the event, there will be protests and potentially some rioting.

It's called contingency planning.  In case they need to declare martial law due to civil unrest, at least they've planned for the necessary resources and actions to take so as to minimize the danger to the peaceful public.

Proper planning prevents piss poor performance.

What does "martial law" mean in this context?  Are the people in the area going to be subject to the State's military code (assuming it has one; most States do to govern State-only military forces, whether they exist in reality or on paper only)?  Or is it just that travel around the conference will be restricted with the NG potentially being used as part of the security force?  Or is it something in-between those two extremes?  Normally when I think of martial law I think of military rule or people being subject to the laws of the military, whether they like it or not.

It might. The Great City of Chicago asked the suburbs to donate some police manpower. They all declined. The next logical step would be to have Mike Madigan order Gov. Quinn to send in the state police.
