Yes it does, if you owned an animal that snapped and killed someone but never had any problems prior, you should be responsible for it?

It's one thing if the guy bred it as a fighting dog and didn't keep it contained, etc., thus the NEGLIGENT part, but if all he did was have a dog...

Imagine the psychological issues that poor brother is going to carry with him for years and years.  Watching your 5 year old little brother torn apart before your eyes and you can't do anything to help him.

The 9 year old older brother fought the dog before retreving help. He is a hero, but his brother (the victim) didn't make it. Very sad story.

I hope the dog owner gets aids from a broken spoke.

If my dog gets out of my fenced yard and a driver crashes trying to keep from running over my dog and a passenger dies am I guility of negligent homicide?
