When did the MG-42 charging change from the horizontal type similar to the MG-34 to the verticle type that is seen on MG-3s?

I'm not sure what you are asking.  As far as I know, all MG42's are set up like this...

there was 2 kinds of MG42 charging handles.

One was a solid horizontal handle sticking out kind of like a MG34.  It didn't have a cam action and was judged too hard to pull back.  It was replaced with the vertical tube looking type seen in most pictures.

This vertical tube looking version had a cam action that made charging a whole lot easier.

The old type handle is kind of rare.  After going through several hundred parts kits, I still have only ever seen one in pictures.
