SACRAMENTO -- Californians wanting to buy a handgun will have to give a thumbprint, show proof of residency and pass a written safety test if Gov. Gray Davis signs aggressive new gun controls backed by both chambers of the Legislature on Thursday.

Those rules would be in addition to a mandated 10-day waiting period and background check that are now in place.

Davis, reluctant to enact new gun controls until the effects of earlier measures are better known, hasn't said yet whether he will sign the two bills, which are identical.

I welcome this.  It's all for the good of the country.  What, have you got something to hide? We gotta do something to keep guns out of the hands of terrorists.  Remember, these are new times and we have to be expected to make sacrifices.

pre-ban mags can still be imported to NY, there is no waiting period on buying a gun, there isn't a special registration for AR15s
NY is bad, but CA sounds worse to me

Last I heard the terrorists weren't using guns to do their bidding. Maybe we can ban planes.

What was the name of the syndrome where hostages start to identify and sympathise with their captors? Stockholm Syndrome?

We'd be better off with Wilson still in office, even though he was against "hi-caps". He would veto this in a second, just like he did the original gun testing rules (written to get rid of "sat night specials") and the original AW feature ban because it would be like "banning racing stripes and spoilers to prevent racing accidents". He supported the ban on hi-caps, but then so do most Repubs these days [:(]. It's sad that the average person doesn't even know what a "hi-capacity magazine" really is, let alone care.

Yes these bills, SB52 & AB35, are both bad. Not as bad as they were. They've been severely watered down from their original wording. A few major LEO organizations are completely against them. And BTW, niether of these bills has been voted on by the full senate or house at this time. Passed by the respective committees. Probably will get passed though, and then need to get voted on in the other half before being sent to Davis. His people are mum at this point as to whether he would sign. With enough letters, emails and phone calls he might not. He knows they have been watered down so much, and are so ineffective, that about all either bill would do is to insure that someone bent on commiting suicide will be successful.

Actually I am OK with this law, just another excuse to tell the wife I need to stockpile. SB15 got me four new pistols.  Mmmm, Eclipse.... Vaquero.... Geez, I need to think of what to get.

There are actually worse bills out there. They are already screaming that all the "junk guns" are passing the state safety test.  Now they are trying to pass different "must haves" such as loaded chamber indicators and such.
