Can the state really stop a landlord from kicking a tennant out when they have no lease and just pay per month?

if the tennant recieves state funding but the landlord gives them due notice.  what other details do you need?

They have rules based on the frequency of rent payments

And, I'm sure they vary from state to state

They can keep you from kicking them out even if they don't pay. I've heard some horror stories.
