If you have a telephone, then call and ask whats up. If they abandoned the property then I say its yours again.

Oh, and change the locks.

Sounds like a depoist pissed away because of lack of communication. Better strongly encourage her to call his ass right away.

The landlord has every right to go in and freshen up the place, especially if it has been vacated.

In most states he is required to notify the tenant first, but once the tenant moves out the rules can change.

A landlord in CA has the right to enter any unit during the day at reasonable hours. We enter apartments all the time when trying to track down a water leak. We always knock first, if no one is home, we use our master key and check it out, if someone is there we ask if we can come in and look. If they are busy we ask if we can come back at a later time, but the tenant cannot deny access forever, they have to let you in ASAP. We have even been pressed by the fire dept. to go into each unit every few months and check smoke detectors wether the tenant wants us to or not.

As far as the tenant moving out, if they said they would be out on the 20th, and they are gone, it would seem fine to go in and begin work. She should get back her deposit (or a portion as is the case sometimes). We have found that if the place was not kept up on a continual basis, no "coming in and cleaning some more" will help. It is funny how some tenants live like slobs for years and then try to clean the place up the last second. It never works. If you take care of the place and keep it clean all the time, you SHOULD get your deposit back.

Tell her to call the landlord and ask for a walk through inspection for the termination of the lease/rental agreement. The walk through will list any and all problems with the apartment, and give a clear means to the deductions from the deposit money. Have the landlord sign and date a copy for her on the spot. In Iowa it is a right of the renter. If he has made any repairs or done any cleaning it should be to his loss.

Also, have her get in touch with the city inspector to let them know of what has taken place. Most cities require a permit to rent, and the inspector should have more information on laws concerning this issue.

I am a landlord in Iowa, and not just blowin smoke. As to your ?, a landlord does not need to contact a renter under certain circumstances, ie; the landlord believes there is an urgent problem.

That depends on your state and local laws.

Get in touch with your state Landlords Asscoiation and ask them directly!

In my state, I cannot go in under this circumstance without providing the prper notice, which is pretty easy - A couple notices placed prominatly on the door knob 24 hours before (I make sure to have a witness) etcetc
