WHat are these Chicago screws with teeth called and where can I get them?

Just go to Lowe's, Home Depot, Ace, or Menards, in stock at the hardware section. Google says teeth nuts.

they are called tee nuts

That is an interesting use of the Tee nuts. I may have to give them a try.

I plan to use them when mating Kydex and leather. The tee nuts will bite into the leather, instead of spinning, so I can tighten the belt clips to the holster.

I have used them in leather...there is also an additional Tee that has holes in the base instead of teeth and can be stiched into leather.
