Why are the markets reacting so decisively before the crucial debates even begin? One would expect caution before a major event that could give kerry a much needed boost.

the market makers are betting that Bush will cream kerry in the debates. Bush's team got very favorable rules in place that will neutralize kerry's famed skill at debating, and allow bush to shine.

So is there a link to describe these favorable rules? Just curious.

One of the rules I've heard about was a response to Al Gore's xanax induced moment during the 2000 campaign where he left the podium and then stared, like a dooling idot, at GWB.   Under the rules this year, the candidates can't go try to "thug" the other debater..

Seems like a good rule.
