I saw something on this a few months ago. The consensus was that it was a location list for missing Russian nuclear weapons in Eastern Europe. Explains why the IRA wanted it and why the Russians wanted it even more.

I guess it just seemed unneccesary to me (trivial, even), especially when you consider that "driver" (can't remember his name offhand) was pretty much a goober, other than being a good driver. I don't think he'd have put it together. Guess Seamus wasn't taking any chances or making any assumptions (e.g. that driver wasn't the brightest bulb on the tree), which is probably what kept him alive in that game for so long.
