False. You can only get a CCW issued by your county of residence. Your town's Chief of Police can decide to handle CCWs for the town or not, but if he chooses to do so, he must review all applications. Most Chiefs choose not to deal with that, and leave it up to the county Sherriff. Many Sherriffs refuse to issue CCWs to any normal folks, though their cronies and celebrities always seem to get them easily.

False. There WAS a guy, about 10 years ago, the Chief of Police in a little podunk town called Isleton (population around 450) in Sacramento County that used to issue Sac County CCWs to any legal person in the county, as a way to make money for his city. This pissed off the big-wigs in Sac County and they passed a county law that only allowed Chiefs to issue CCWs to residents of their town, not to just anyone in their county. The CoP ended up losing his job once the money stopped rolling in.
