It's not a normal web-based popup.
Go to control panel:administrative tool:services scroll down to Messenger, double click it, and disable it in the Startup Type drop-down. |

I see what they're doing now I remember the other day one of the popups said something about random IP addresses. Theyre just poking around in the dark and hitting one every now and then. |
