Legal phrases like "probable cause" and "unlawful detention" come to mind.

Not to mention asking what happens if the driver/passengers refuse the "invitation". Does the deputy initiate a drug search?

But the town doesn't have the authority to stop US citizens just to bug them to spend money. If the person doesn't stop I'm sure it escalates, or if they have no PC to stop, then find a violation later, will that violation stick. Talk about fishing for tickets.

The local PD is having a "Safety Check" on Hickman Rd tonight, around 7000 block if I remember right. Saw it on the TV this morning. They will stop every 4th car and ask for DL, registration, etc, and give a FREE "Safety Check".

I imagine the safety part has to do with seat belts, tires, lights, ETA: OWI, but I was tempted to go and ask them to check my brake pads!

Weird, we had something like that going on in our city. Cops would pull people over for driving good and give them a coupon for a free cup of coffee. Weird and maybe wasteful, but hey, its not really a big deal.
