That guy in white looked like he didn't have a clue of what was going on.

I'm guessing they were supposed to do their 5 shots, reload, scan to ensure their targets are "down", do a 360* scan, and reholster.

He's got his gun pointing up in the air, looking around, looking around, looking around, reloads, looks around some more.
