Can someone sell and ship a firearm (long gun) to another person w/o the use of a FFL.  If the receiving party's state has no law that requires a FFL transfer for Long guns?

Check the BATFE website or do a search here. [This gets asked a lot here, like every week or so.]

Interstate transfer of a frame/firearm WITHOUT using an FFL at the receiving end is a FED FELONY!

Just to cover my ass ,I use ffl at my end and ffl at theirs...

"receiving partys state has no law that requires FFL for long guns" whether true or not is a moot point.
There is a federal law that stipulates that ALL interstate fiream transactions has to go to a FFL in the receipients state.

So no, you can not ship directly to a person out of state. It has to go to his FFL.
