Very Low Effective Intelligence.  It could also be called applied intelligence or net intelligence.  The consequenses of low applied IQ are magnified when the Average Net IQ of a population drops below some threshold, my guess is about 80.

Consequenses of low effective IQ include but are not limited to:

Inability to do critical thinking.  They can't think through to a CORRECT conclusion.

Low quality of life.

Lack of general knowledge.  

Inability to determine appropriate from inappropriate behavior.  

Poor voting choices.

Lower educational level.  

Lack of desire to obtain an education.  Inability to see the benefit of an education.

Failure to plan ahead.

Inability to connect effect to cause.  Like, blaiming others for lives they ruined themselves.

Tendency toward criminal behavior.  They commit more crimes, are more likely to get caught, are more likely to be prosecuted, more likely to be convicted, more likely to be imprisoned.

Tendency to not 'follow the rules'.

Higher rates of illegal or harmful drug use.

Higher rates of welfare dependency.

Pay less tax per capita.  With todays tax structure they pay very little in taxes.

Consume higher social welfare benefits per capita.  They are a financial burden to others in their community and nation.

Less successful in mariage.  Get divorced when the kids are still young.

Higher rates of illegitimate births.

Poor child rearing performance.

Tendency to trash the property around themselves.

Tendency to have more health problems.  Often their health costs are borne by others.

Have a completely unjustified sense of entitlement.

In general, their lives are a mess and they dramatically lower the quality of life, standard of living, safety, and security of the more intelligent population around them.


What we are seeing in New Orleans is a predictable consequense of Low Net IQ.  

Note that net IQ and gross IQ are not the same and that the difference between the two depends upon the belief set that individuals or groups choose to adopt.


People's lives are a product of what they choose to believe in and act on.

They flashes the population of NO, somewhere around the 750,000 range, and then the number of high school graduates, 166,000. If these numbers are accurate, then the hypothesis presented in the origional post may be somewhere near correct. This isn't a racial issue, but one of public education. I do believe that LA has one of the worst public education systems in the US.

Whatever the reasons, what has happened is tragic for all of those involved.

I've seen stats that the HS graduation rate there was around 75%, so those numbers seem way off, even taking into account that in a population of 750,000 at least half are going to be under the age of 18.

That's a long-winded way of saying that the people who stayed behind were by and large dumbasses.

I'm sure some of them were, some of them were downright criminal and knew exactly what they were doing.

Some probably just could not get out,like the sick and or/elderly.

The racial conotation comes from the book he recommended in his post, "The Bell Curve."  The author specifically breaks his intelligence study down by race and concludes that black people, as a whole, are naturally less intelligent than other racial groups.

I think the more accurate analysis is that this is the result of decades of welfare state mentality.  As WildBoar and ArmedAggie have already pointed out, we have raised an entire generation of Americans to believe that they can do nothing without the government's help.  So when a disaster of this magnitude occurs and the government is not there to feed them, shelter them and wipe their noses, they either shut down completely or become little more than animals, preying on each other.
