That's neither a "choke" hold nor the carotid restraint.  He's just holding Dude back.

BTW, the application of the carotid restraint depends on the individual agency.  It's still a valid method on the continuum (sp?) of force.

you can however, as i was told in the academy, use whatever one you wish if you're not standing (go figure).

in that pic though, the asshole is grabbing a LEO's gun. at that point you can do whatever fits yer fancy. even touching an LEO's holstered gun is a huuuuuge no-no.

And then they replaced him (Daryl Gates) with Willie Williams.  Who was unable to pass the Cal POST test so he couldn't carry off-duty, and bred the environment thaat led to the Rampart Scandal that clobbered Bernie Parks.  Now they got the bozo from New York.

Lot's of people are now saying that Gates wasn't all that bad after all.

This looks like an exercise in weapon retention.  Either the male officer needs to drop the perp with a single round to the head, or he needs to apply a Maglite shampoo to the idiot.  Either one will work, but the bullet will be a much more effective deterent.

Bang. Perp dies of dumb.  More oxygen available for those who will actually use it for good.  End of story.

An idiot who obviously has no clue what you're talking about. The photo shows nothing but a forearm across the perps neck. The arm in not in a position for a carotid restraint, or a choke hold.

Even so, in that instance, either would be totally justified as the perm is attempting a gun grab and yet it's not being applied.

The suspect has BOTH OF HIS HANDS on the female officer's gun. He is in cuffs and has reached around and attempted to snatch her pistol. She is doing her best to keep her gun in the holster with her right hand but should be extracting her metal ball point pen from her shirt pocket with her left hand and forcing it into the suspect's eye socket at this point.

Of course to the untrained eye it LOOKS like the black person is going for the gun but that's just a single snapshot and doesn't capture the SEQUENCE of events leading up to that pic.

WHY was this person being choked?
WHY were there TWO police officers around this person?
Were this person's civil rights being violated to the extent that they had no choice but to try to defend themselves?
MAYBE this was an ambush - maybe the female cop distracted this person so the bigger white guy can grab and choke him/her from the back?

It takes a trained eye to see that this poor black person could be being so abused/choked that he/she was simply trying to use self-defense against an unprovoked attack by the cop.

Look at the fear in the victim's eye.
