I'm considering starting an e-business with it and need some advice (think ebay.com)

What  is the best value web page design program to get (being I'm a poor college student)

How can I start the business with low overhead? dropship everything?

Should I try to sell the concept I'm thinking of to investors for startup capital?  If so, how do I go about this without losing control?
