If this bill passes, it could set a whole new precedent for all states. And Ct wont tax those fucking boat owners and their $150,00 cruisers. This state can go fuck off and die.

I have been seeing a lot of Early American plates on a lot of cars that are ghetto daily drivers and are not antique/collector vehicles purely because of the tax incentive.Raising the assessed value to $2500 would do little, if anything, to harm real car collectors and would go a ways to targeting people who are gaming the system (of course, I should probably be happy that their cars are registered/ insured at all)–– even really crummy cars are easily FMVing over [about] 720 (which would be the FMV that would be equivelant of a 500 assessed value at 70%, which is the statewide uniform rate). As long as traditional registration is still an option, I don't see the problem–– and this would probably go some ways to restoring the Early American catagory to what it was intended for.

Shit, at $2500 per year, most of these cars just won't be valuable enough to register and will be sold across State lines. I know my 74 is only worth $7500 as it is, no way I would pay $2500 a year to drive the damn thing two weeks a year.

So explain this to an Ohio resident that doesn't pay property tax on vehicles, you mean you have to pay $500 minimum every year for each car you own, just for the privilege of living in CT?

The $2500 isn't the annual tax bill, it's the minimum value assigned to a car for tax purposes when it's registered as an antique.

So, what are the personal property tax rates like?  In WV they vary based on locality.  IIRC my total bill last year on five vehicles was about $100 - they're all old.

I got that $2500 was the new ASSESSED value and you paid property tax on that

No, it means you have a car the state values at $500, you pay a small percentage of that as tax.  Probably not much, but I don't know the actual tax rate in CT.  It does not mean you pay $500 a year in tax on the car, or $2500 if they raise the rate.  In states with ad valorum or personal property tax, the price you pay each year to register and tag a car declines with the car's assessed value.  It can be a steep bill on a new car (paid $600for tags on a $45k dodge one ton back in 2004 in Alabama), but it drops quickly.  
If people in CT are getting antique plates for run of the mill daily drivers that are 1991 or older cars, it's because the $500 assessed value is lower than what the book calls for car with regular plates.
However, I'm surprised boats don't get a personal property tax as well.

NO.

Property is assessed at 70% of its FMV to determine tax value. e.g. A $5000 would assess at $3500. Tax would then be calculated based on the mil system. My town is about 45 mils (sort of HIGH). That means $45 per thousand of assessed value. 3.5x45=$157.50 in municipal prop. tax. If a vehicle is registered as an antique, the taxable value is fixed at $500, regardless of what it may be worth- be it $400 or $10000 (though, I can't fathom anyone registering a $400 car as an Early American rather than a a regular passenger car). To my knowledge, Connecticut doesn't restrict driving cars on Early American plates the way that other states do...and if we do, it cerainly isn't enforced often.

I went to grad school in Conn. I never changed my tag or got a Conn. License. Fuck em. It was outrageous. I liked many of the people and some of the ways they do things, but no way was I staying. I worked there for one year after graduation (still didn't get a tag) then got my Ass to Texas.

Stratford cop pulled me over once but I had arranged to have my registration from back home continued. It was shady but I had help in the revenue office back home.  Saved at least 2500 bucks for our 2 cars. Fuck Connecticut is right.
