The department is catching hell locally for doing this, I think we should help out, especially here in IL!  The rifle is a Rock River Arms model.

I recommend that anyone that buys a raffle ticket request the AR15 ONLY if they win, and turn down any other rifle (Unless the subtituted rifle is another Homeland Defense Rifle AK, M1A, FAL, etc.)

In reference to purchasing tickets for this rifle, they are $5 each and they can send payment to:

QC Law Enforcement Officers Memorial
316 16th Street
Rock Island, Il 61201-8626

Please have them include their name, address and phone number so that I can fill out the ticket stub for the drawing. After that I will send them the other stub from the ticket(s) for there records.

The winner does not have to be from the QC area and the manufacturer (Rock River Arms of Colona IL) has agreed to take care of any transfer keeping all applicable laws in mind.

So which of these statements are you more willing to believe?  I'll go with number 3.  The others were made by some numbnut that doesn't know anything about firearms, gun laws, or much of anything else for that matter!

Where does it say an out-of-towner can buy tickets?  All it says is you need a FOID card to win but we don't need those in WA so can I still take the prize?

Rock River Arms is handling the transfer, so there is no legal restriction as long as it is shipped to an FFL in your state.

John Johnson, executive director of Iowans for the Prevention of Gun Violence, said he was surprised to learn of the raffle one day after visiting the Quad-Cities to lobby for tighter assault-weapon restrictions.

``It's almost more than ironic that police officers would be auctioning off a weapon that is used in a disproportionate number of officer shootings,'' he said. ``One out of five officers killed by guns are killed by assault weapons, even though they make up less than 5 percent of all guns.''

Gene Karzin, president of the Quad Cities Law Enforcement Memorial Committee, said the fundraiser is aimed primarily at fellow police officers who might like to have a rifle for use on duty.


If my name is drawn as the winner I think I would donate it to one of the officers to use!

I bet Tory would like to write a story about the generosity of a Texan towards a Police officer in Illinois!

I also bet the lib's would have a cow!

Just a thought, consider enclosing a SASE with your letter.  It’ll make life easier on the other end, plus it’ll minimize the possibility of them making a mistake when mailing the stub(s) to you.

As soon as this was posted I sent an email to QC Police Memorial asking if out of state people could participate.  This is what I got back:

Yes, out of state residents can purchase raffle
tickets as long as they meet State and Federal
requirements for possession of this firearm.
The FOID was placed in the website information as that
the raffle tickets were thought to only be wanted by
Quad Cities Illinois area police officers.  Boy have
things changed.

In the same vein, anyone remember that Henderson, NC college that raffled off a couple of rifles a few years ago?  They expected maybe a couple thousand bucks, until the antigunners made a big stink, then gunners came out of the woodwork and they made over $13-$14K as I recall.  I bought 2 tickets then and I'll buy 2 tickets for Rock City Memorial.

The Illinois Council to Prevent Handgun Violence is upset about the AR15 'cop killer' being raffled and is offer to put up a shotgun or rifle in place of the RRA Ar15.  That's why I suggested that we specifically request the AR15.
