No, the standard A2 won't bring it up to 16".
about 3/4" of the muzzle device will overlap the barrel threads, so to get a 14.5" up to 16" overall, the muzzle device needs to be about 2 1/4" long - maybe a little less. |

A 14.5" barrel with an A2 FS will be 15.7"-15.85" in length, depending on the thickness of the peel washer and other tolerances. Generally, the minimum acceptable length is 16.1", with most folks opting for 16.25"-16.5" just to be safe.
The Phantom, Vortex, and Kurt's KKF A3 FS are all long enough to be legal when permanently attached. However, the Vortex has been known to break off its tangs, so I wouldn't recommend one for a permanent installation. -Troy |

If you don't want to do a Form 1, the guys at Bushmaster will pin and weld a Phantom F/S onto one of their M4 uppers. Just ask.
