Their IR lasers aren't magic, if that's what you mean, they work like most COTS lasers, just more powerful. Which in application is not really that big of a deal.

ITT tried to sub out the production of LIF filters to Chinese manufacturers. The LIF is not anything top secret. The specs are easy to find on Skynet. Still, they got their pee pee slapped hard. No Gen 4 yet.

IR lasers like PEQ-2,15 and 16 are in the wrong frequency to be seen by US weapons that use laser for terminal guidance.  

You cannot even see those Nd:YAG  laser (1064 nm) with goggles, my last unit I had to buy an 80k SEESPOT III to ensure my GLLDIIs were properly collimated

There are over 400 steps in creating a night vision tube. This link is a good read to understand just how hard it is to make quality tubes. The Chinese are just spinning wheels. The Russians however can make a pretty decent tube.
