N99ZY   and  N835CP.     Where/who  do these belong??

Dunno about the chopper number (guessing N99ZY)..

Go outside and point a rake at them (like you would a rifle).  You'll find out pretty quick.  

A guy did that in Houston years ago.  Police chopper was flying low, and genius-boy decided to aim his rake at it as it flew by.  HPD sent several gentlemen to his house to have a chat with him.

Searching for dope.

The plane scouts and finds possible locations, and the helicopter checks them out more carefully and if positive will wait until it's found on the ground if they can't land (although I don't think they land very often), or most likely just get the LAT and LONG cooridinates.

Keep the dog INSIDE.

Just think about how much money it costs to keep those aircraft in the air for one hour, and kiss it goodbye, since they can't seem to deal with real criminals...

If they're CAP, might be searching for an ELT beacon, or practicing search procedures.  

Cut 'em some slack.  What they're doing now will probably help to save some pilots life later on.

The Civil Air Patrol use to assist in marijuana eradication efforts here in Kentucky during the 1990's, along with the national guard, state police, forestry, etc.

I don't know if they still are a part of the task force, but they did have a role here at one point.

Never heard of such a thing when I was in. Maybe they are getting more such responsibiltys under the new homeland security mission.
