This what we call Embry-Riddle sky. Before solo, each Embry-Riddle flight student is given a business size card with this color blue on it. If the color of the sky matches the card and if they drop the card and it land at their feet (i.e. no wind) it is safe for them to fly. They continue this level of aviation skill throughout their whole career.
