Sure. Since people, in general, are much alike the world over (after all, they're all humans), the techniques of persuasion work alike on people the world over, after adjusting for cultural variables. That's pretty much a given in the propaganda field.
What [i]does[/i] change is the person or organization issuing the propaganda, and the issue itself. Those can vary from an idiot lying about his pet worm (both impact and interest levels low), to the President lying in Federal court about getting hummers in the Oval Office, (both impact and content levels high).
