That's the Webley Suicide Pistol. They started making them in the UK back when the Dunblane handgun ban went into effect. The company figured that a world without guns would not be one worth living in and they hoped that they could get around the ban by the sheer fact that the gun is more harmful to its user than to a perpetrator, which seems perfectly in line with all of the UK's victim disarmament laws.
