I can't seem to find a comprehensive list of gambling laws in other developed countries. I'm curious how gambling is viewed in other places?
Our state lottery here in PA was just sold to a private company. It seems odd to me that a big ass company can purchase a state lottery, or a casino can be built... but some fat Italian guy taking book for college football gets his house raided and sent to prison for 5 years, or some dudes who setup a poker website have to flee the country
Now I understand the issue of unclaimed income and not paying proper gambling taxes, but this isn't a moral issue.

Gambling is legal in the US under certain conditions that benefit the state.

How is gambling viewed (legally) in other developed countries?

Fuckin money!

A state selling their lottery to a private corp. is akin to states selling their toll roads for upfront cash.

Is your state in a fiscal crisis?
