2004 - GWBush: 54,526,433 and counting.

1984 - Ronald Reagan: 54,455,075

Then how come GHWBush didn't surpass Reagan in '88? There were more people than in '84.
Then how come Clinton didn't surpass Reagan in '92? There were more people than in '84.
