In the latest local effort to prepare for the end of the Fidel Castro regime, the former prime minister of Estonia is in Miami this week offering tips to exiles on how his country emerged from communism.
''The Castro dictatorship will go down one day, and it's good to be prepared,'' said Mart Laar after a meet-and-greet at the Republican offices of U.S. Rep. Lincoln Díaz-Balart.
