Same bureaucratic bullshit here in the USA kinder, gentler, touchy, feely the wave of the future until shit goes south. Then all the bleeding hearts say you should have done more.

This is a problem with a lot of European countries.  Germany too.

There have been so many convoluted restrictions placed on UOF that an officer is practically guaranteed a firing and prosecution if he kills someone.

This mentality has already made its way into American police officers minds. You have to have an internal affairs department, but maybe they could also make it a rule to take a cop off the street and onto desk work during an inquiry. Suspending a cop, I am guessing this is similar to getting suspended in American police departments, is not good to have on your file.
