The districts are already gerrymandered, have complete support of the media and public labor unions, and have as many illegal aliens as they can get to sign up so they'll have to swing funding to those areas that still elect republicans.
It's more than possible but don't think it's going to be enough. For my part I'm taking my vote elsewhere as soon as possible.
