Why increase technology spending?  If the research serves a useful purpose, the market will make it worthwile without government support.

I tried it, but I cut too much, and it wouldn't let me reduce taxes past 30%

I am not an economist, but why not use percentages for each major funding group, and then distrubute the monies that you have, instead of the monies that you think you WILL have?

I know that I don't make my purchases on the income I think I will have in 10 years, so why should the government?

Sell 'gubment assets: land, buildings, equipment, mineral rights, etc....
Fire excess 'gubment employees.
Cut Socialist programs.
Eliminate agencies that privet sector companies can replace for less.
Eliminate domestic welfare.
Foreign aid contingent on sucking up to the USA.
Execute more criminals, and their lawyers.
Unleash the military, more killing for less money, no silly ROE's.
