Other than calling it a muzzle brake instead of a flash hider, is there a legal way to put a Vortex or Phantom FH on a post ban gun?  I'm talking about pinning it on or welding it on to make it permanently attached.  Thanks.

I was afraid that was going to be the case.  Can you steer me in the right direction to where you learned this. Is it specified in a statute, determined by case law, or written in BATF opinion?  Thanks.
