A lot of the experts say it does not seem financially feasible to rebuild the city of New Orleans. I wonder if the state of LA has thought of declaring some kinda of eminent domain for NO.
They could simply clean up the mess and turn the area into some environmental wetlands or something.
It seems that most people will not be going back for a long time and by the look of things here in Houston it seems a lot of people are looking to permanently relocating here.

Make NO a massive refinery site. State of the art refinery and desalinazation site. Put in electolitic converters to turn refined salt water to Hydrogen.
