Bolt action, iron sights, ideally stainless but not a deal breaker, in 7mm-08? Basically a short action Ruger Guide Gun in a different caliber.

The caliber is the kicker. Rifles of the type are out there but not that caliber. You would either have to have one custom made or get away from that caliber.

Mossberg ATR. Not stainless though.

I'm not familiar with any existing gun that meets those criteria. Nobody seems to want irons on bolt guns anymore.

You're easiest route is probably going to be something like a Savage 16, put a peep sight on the rear scope mount holes and drill/tap the barrel for a ramp front sight (or have it brazed/silver soldered on).

Get a Rem 700 in that caliber and have irons put on it.

Brazing is way easier than people think. Just use an adequate heatsink and plenty of good flux.

It's even easier for gun manufacturers to dot it right in the factory. Frustrating. Stupid fudds.
