no. all it is is a resistor wire that you put into your intake temperature guage. i tried it on my car and got maybe a hair of pickup, but had problems with stalling. fuck that ripoff shit

Depends on the car....on my Twin Turbo Z the chip changes the fuel mapping and timing to go along with the 6 more pounds of boost...a boost controller (in my case) or boost jets (included with the chip) actually makes the extra horsepower. I wouldn't go anywhere near that stuff on your e-bay link however.

The other thing you see a lot is some aluminum baffle that supposedly swirls the air going into the engine. I guess that's a scam, too, eh?

The tuners for diesel engines are incredible! Select your tune, from 40 to 150 additional HP and another ~350 ft/lbs of torque. Do it with the push of a button, on the fly. Other tuners can give better gains, but the transmission won't hold up.
Diesel tuners give measurable improvements and proven results.

The tuners for gas engines advertize "up to" 25 more horespower, and are often a scam. Some deliver, many do not.

A REAL chip? Sure. A replacement PROM with fuel and spark maps, optimized to use premium fuel (or race gas), will do the trick. Just like boosting spark advance and changing weights/springs in a distributor. On some cars (particularly Chryslers) the ROM chip is not socketed, so you have to replace the whole computer or find someplace that can reprogram the stock computer electronically.

Your other option is a piggyback controller.

As to the e-bay ripoffs? Resistor in a box. All it does is make your computer think it's a constant 50 degrees outside, so at >50 degrees your car runs richer than normal at WOT, at <50 degrees it will run leaner than normal.
