Yes. They announced it a couple of weeks ago on the show. I don't remember the guy's name though. No one from AR15.com apparently.

Good for that person, I wonder what the wining line is. I was perticulaly found of this one I came up with.
"I'm Jim Scoutin...and remember, practice makes perfect, and perfection, (pause and hold sponsered product to camera) is a beutiful thing." |

The winning line goes something like...

If you can, try to watch the episode where he announced the winning line. Before doing so, he read a bunch of the non-PC submissions. They were really funny.
