This definition was proposed for the 1934 NFA:

. One would have classified "any weapon designed to shoot automatically or semiautomatically twelve or more shots without reloading" as a machine gun

Now what does it mean "designed to shoot...12 or more shots'?

What if I made a gun with an 11 round internal clip. But with the 1 in the chamber isn't that 12 or would you consider it designed for 11, based on the clip capacity only.

Thoughts?
