Open Ended Questions:

X) What is the best way to Stop a high speed pursuit or keep one from starting ?

Having a policy in place that allows "Chasing to the Death".

The driver of EVERY vehicle stopped in NJ now flees knowing full well that there are so many restrictions on the LE agencies that they police will NOT pursue.
(most restrictions imposed by the NJ AG's "pursuit policy" -- a joke -- it is intended to protect the minorities that committ the majority of the crimes here)

Z) What would Your policy be on high speed pursuits ?

Chase to "The Death" -- ie:   NEVER terminate pursuits.  It ends when the driver of the vehicle being pursued either stops or is killed.

Open Ended Questions:

X) What is the best way to Stop a high-speed pursuit or keep one from starting?
I like RBAD’s “pursuit to the death”. Another way would be to look at what causes the pursuit: most likely drugs, guns, or lack of drivers license. Decriminalize drugs, firearm possession and even the need for a state issued drivers license. Take away the need to not get caught and you’ll take away the need for HSP for minor offences.

Z) What would Your policy be on high speed pursuits ?
(See question number nine) HSP for murder/ attempted murder, stranger kidnapping, rape, or if the continued freedom of the individual will be a detriment to society. For two through six: only if public safety will not be compromised. Seven and eight would be a foot pursuit (who cares if someone j-walks it’s their butt that gets put in the hospital). Nine and ten: if possession is no longer illegal then there is no need to pursue.

Survey Questions on High Speed Police Pursuit Tactics

1) Should Police Pursuits be Televised? Yes_X_ No__

Why not? They're public roads and public servants. Let the public see it.

2) Should there be greater tactical limitations on pursuing police when a High Speed Pursuit goes into Urban and Residential areas? Yes_X_ No__

Yes. It better be a serious, violent felony if you're going to go ripping through a neighborhood.

3) During Extended (more than 30 min) or Dangerous Pursuits (reckless driver) should the Helicopter be the Sole Pursuit Vehicle? Yes_X_ No__

Back the cars off and let the guy think he got away. Then bag him from another direction.

4) How do you feel about more tax dollars being spent on developing High Tech ways of disabling a car and/or stopping a pursuit sooner?

Highly Support__ Support_X_ Dont Care__ Oppose__ Highly Oppose__

5) Should police train more often on the tactics used to pursue evading vehicles ? Yes_X_ No__

Why not. Train them to shoot better too. I don't really know how much they get now, so hard to say really.

6) Should an Officer have a required amount of years or higher level of experience before they are allowed to lead a high speed pursuit? Yes__ No_X_

That's a bad idea.

7) Should the P.I.T. maneuver (vehicle ramming) be used more often to stop fleeing vehicles?
Yes_X_ No__

I don't know how often it's used now, but it seems like a good technique when done at the right time and place.

8) Should the police be allowed to Shoot the Tires Out during a felony pursuit? Yes_X_ No__
If Yes, under what circumstances should this tactic be used ? -- Only if fleeing felon's escape is open ended and felon's escape would place public in such danger as to justify the risk.

9) List in order of importance from 1-10 (1 being the Highest) the types of criminal suspects that should be pursed in a high speed chase:
Extortion_7_ J-walking_10_ Robbery_2_ Grand Theft Auto_3_ Graffitti_9_
Fraud_8_ Murder_1_ Drug Dealing_5_ Illegal Weapon Possession_6_ Burglary_4_

10) Should Police Depts. adopt a ZERO High Speed Pursuit policy ? Yes__ No_X_

Open Ended Questions:

X) What is the best way to Stop a high speed pursuit or keep one from starting ?

Confront the suspect before they get in a car, and once they start, PIT their ass or lay spikes once you get a safe shot at it and it is warranted.

Z) What would Your policy be on high speed pursuits ?

Highway - chase the SOB and radio ahead to lay spike strips.

Urban/residential - Block/box in or PIT the bastard when you get a safe shot at it. Lay spikes if you got em.

We just had a guy here in Williamsburg try to run over a State Trooper after a long pursuit. He was rewarded with a barage of shots and got to meet his maker.
