Sounds like there must be some behind the scenes politics. Although it was a dumb idea
Judges in ny go to a "judge school" before taking the bench. I am sure there is something similar in Chicago. Plus there is probably a court administration staff that is civil service and who would help walk her through getting going.
But that seems bizarrely petty
