What he is saying is give people a understanding of right and wrong and lead them by example. A LOT gets lost in literal translation.

In Asia "shame" does not have the identical connotation that it does in the West. In the West, shame is usually something forced upon one by others (classically by the Church). In the East shame is more a sense of personal failure even with the absence of outside condemnation.

Editted to add: If you were Asian you would feel very bad for not knowing this. [:D]
