Anyone know a good, free program I can download to do this? I'm searching now, but I need to find one that lets me insert two JPEGs into the same PDF file.

doesn't adobe acrobat 9.x give you an option to print things into PDF's?

I'm guessing he doesn't have Acrobat. That's what I use now, but I recall before I had it, there were a couple programs - you can get 'em at http://pages.cs.wisc.edu/~ghost/ - that will PDF for free.

In terms of getting them in one doc, insert them to a word processor doc or a web page and then print to file and convert if necessary.

Open Office. Start a new word document, paste images, export as PDF. Do it all the time for scans, myself.

Thanks guys. Just installed an add-on for MS Word to save as a PDF. That worked for my purposes.
