Well, as long as Fido or Kitty can't dial out.
I do like the idea for SAR work. That could be VERY useful.
Company Creates Cell Phone For Pets

CALGARY -- Cell phones are going to the dogs.
The PetsCell, just launched by a U.S. company, will allow pet owners and their four-legged pals to connect between walks and work.
PetsCell founder Cameron Robb says "The ability to talk to your pet from a distance on the pet's own cellular phone is a definite novelty."
By clipping the phone to your dog or cat's collar, owners will be able to dial their furry friend's personal cell number.
The call is automatically answered, and you can speak at will to your pet -- though there's no guarantee they'll reply.
Should Fido get lost, anyone can press a button on the device and the owner's number is automatically dialled.
A GPS tracking chip, along with a fibre optic camera, can also be included for search and rescue operations.
