There should be ducting running from the snorkels to a source of cold, fresh air.
The butterfly valves are designed to be closed when the engine is cold. One side seals off completely, and the other has a small open hole under it which is connected to a "stove pipe" which drew warm air from around the exhaust manifold. This allowed the warmer incoming air to better vaporize the fuel and improved cold start emissions.
When warmed up, the butterfly opens and allows fresh, cool air in for maximum charge air density.
I am not sure if they used a thermal operated vacuum switch or if they used a vacuum solenoid controlled by a computer recieving input from a coolant temp switch, but I suspect the former rather than the latter.
The aircleaner is pointless without the ducting that goes to the snorkels. Otherwise you are just still drawing hot engine compartment air all the time, so you may ass well have an open element air cleaner.
